Offerings list + create; offering detail with overview (valid-transitions-only buttons),
server-computed launch readiness, required agreements, and registrations/roster;
registration detail with lifecycle transitions, agreement status, communication history
(masked recipients), and convert-to-enrollment. Reuses the existing Admin.module.css/
adminApi conventions exactly (ProgramsView.jsx's own list+detail pattern) — no new UI
framework or pattern introduced.
